New Mobility Package 1 single window for EU road transport launched by IRU
IRU, the world road transport organisation, has launched a new portal for the transport sector bringing together, in one place and in an easy-to-read format, key information on the application of Mobility Package 1 rules across the EU.
This IRU initiative will allow passenger and goods transport operators and other industry players to stay up to date with the latest developments on the legal, practical and operational aspects of the new rules at an EU and national level. Most of the portal sections are publicly available, with some areas reserved for IRU members.
IRU EU Advocacy Director Raluca Marian said, “IRU and its members have continuously urged authorities over recent years to clarify and interpret Mobility Package 1 rules so that transport companies can understand and fully comply with them.
– This new portal brings everything together in a one-stop shop. This will make it easier and faster to find crucial information and bring the law closer to those who have to apply it. We will keep updating it with new information and clarifications from EU and national authorities as our advocacy work continues – he added.
Almost two years ago, in August 2020, EU legislators adopted the most comprehensive package of social and market access rules for road transport, the Mobility Package 1, after four years of intense negotiations. The new provisions have become gradually applicable, with crucial changes in place from this year.
Since the package was adopted, IRU has been a leading voice in discussions with relevant stakeholders and EU institutions, collecting concerns and requests for clarifications from the industry, and triggering EU action to officially interpret the new rules.
Two years on, with most Mobility Package 1 proposals effective, official clarification of rules, including specific Member State conditions for posting drivers, the remuneration of posted drivers and other relevant information, is scattered in various places.
This new single window portal brings it all together, with resources, up to date information, maps and links in four key areas: driving and rest time rules and tachographs; posting of drivers; access to the profession; and market access for road freight transport. The latest remuneration levels for posted freight transport drivers are also available.
